Remarks
Two rather than one, because changing model must not take semantic search away for as long as a mailbox takes to re-embed. The generation being built is never read, and the one serving stays authoritative until the new one is complete — which is what ADR 0006 means by making the profile the generation: there is no counter beside these two rows.
Both are absent on an instance that has activated nothing, which is a supported deployment rather than a fault.
