Separate from the policy refusal beside it because the two are different facts and call for different acts: the policy is a list an operator wrote, while this says the mailbox has no trace of the person at all — no contact, and no address of its own. The remedy is therefore the owner's rather than the operator's, which is why it is worth its own code: write the person down, or have the deployment's posture admit somebody it cannot vouch for. The message names neither the address nor how many of them were refused, because a refusal that counted them would let a caller map the contact book one send at a time.
