Separate from the capability failure above because the deployment is working and nothing is degraded: the operator declared how much answering may cost and that much has been spent. It is the one refusal on this surface a caller can act on by waiting, so it is not collapsed into a code whose whole meaning is that waiting changes nothing. One code covers the ceiling on a single run and the ceiling over a period, because the message says which and neither names a number the caller could have influenced.
